We’re seeking an experienced Learning & Development Consultant to lead the design and delivery of practical, high-impact learning programs within a professional, regulated, public-interest environment.
This role sits within a People & Culture function that has recently been reshaped and is focused on building contemporary, fit-for-purpose people practices. It’s a hands-on, delivery-focused role - ideal for someone who enjoys working in a statutory or professional services context and can confidently drive programs from concept through to implementation.
An immediate start is strongly preferred.

Reporting to the General Manager, People & Culture, you’ll work closely with senior leaders, subject matter experts, and the HR team to design and deliver learning initiatives that support organisational capability and performance.
The organisation operates in a highly regulated, risk-aware environment with a strong public purpose. Learning programs are aligned to the Victorian Public Sector Commission (VPSC) Capability Framework and support both specialist and leadership capability across the business.
Key priorities include leadership development, onboarding uplift, capability framework alignment, and optimising HRIS and LMS platforms to improve the learner experience.

Key responsibilities
- Partner with leaders and technical specialists to identify learning and development needs
- Apply the VPSC Capability Framework (or similar) to assess current capability and future skill gaps
- Develop and deliver a cohesive L&D strategy and annual learning plan aligned to organisational priorities
- Design and facilitate blended learning solutions, including workshops, eLearning, coaching, and peer learning
- Establish and support leadership development and coaching initiatives
- Maintain and enhance onboarding and early-career development programs
- Manage end-to-end delivery of learning programs, including LMS administration, scheduling, and evaluation
- Collaborate with HR on HRIS and LMS optimisation, including digital and AI-enabled features
- Promote a strong learning culture that supports organisational change and continuous improvement
- 5+ years’ experience in a learning and development role, ideally within government, statutory bodies, legal, professional services, or other regulated environments
- Demonstrated ability to deliver L&D initiatives end-to-end with minimal supervision
- Strong working knowledge of the VPSC Capability Framework or similar capability models
- Confident facilitator with strong instructional design capability across virtual and face-to-face settings
- Able to build credibility with senior stakeholders and subject matter experts
- Digitally capable, with experience using LMS and HR systems
- Relevant tertiary qualification in HR, Organisational Development, Adult Education, Psychology, or a related discipline
- Practical, curious, and delivery-oriented, with an appreciation for governance and risk
- Fixed-term contract through to approximately July
- Salary around $150,000 inclusive of super
- Hybrid working model(typically 3 days in office / 2 days from home)
- A genuinely dedicated L&D role - not a generalist HR position
